want of a constitutional majority.

Which was read, assented to and sent to the Senate.

Mr. Hall, from the Committee on Public Buildings, re-
ported unfavorably a bill entitled, an Act to appropriate a
sum of money for painting the dome, roof and other parts of
the State House,

Which was read a first time.

The time having arrived for taking up the order of the day,

The House took up for consideration the bill entitled, a
supplement to the Act of 1853, chapter 194, entitled an Act
to incorporate the Baltimore and Potomac Railroad Com-
pany ;

Said bill being upon a third reading ;

Pending wkich,

On motion of Mr. Jones,

The further consideration of the bill was postponed, aad
the bill made the special order of the day for to-morrow,
Thursday, March 14th, at one o'clock, P. M.

The House took up for consideration the second order of
the day, being the bill entitled, an Act to incorporate tha
Cecil and Harford counties Boom Company ;

Pending which, Mr. Appleman moved to postpone the
further consideration of the bill until Friday, March 15th, at
one o'clock;

Which was decided in the negative.

Mr. Appleman moved to postpone and make the bill the
order of the day for Friday, 15th, at 12 o'clock;
Pending the consideration of which,
Mr. Appleman moved the previous question ;
Which was sustained.

The question then being, shall the previous question be
now put? it was sustained.

The question then recurring upon the motion of Mr. Ap-
pleman,

It was decided in the negaative by yeas and nays as fol-
low :
