for the relief of the starving and destitute people in the

Mr. Stevens (the rules being suspended) presented the fol-
lowing petition of Henry Barrett, of Baltimore city, an old
soldier of the war of 1812, for a pension.

Leave to introduce a bill entitled, an Act to incorporate the
Journeymen Plasterers' Association of Baltimore ;

Leave was granted the Committee Ways and Means to re-
port a bill entitled, an Act to repeal section two of an Act
passed February 7th, 1866, entitled, an Act to aid in the re-
organization of St. John's College.

On motion of Mr. Neilson,

The House took up for consideration the bill entitled, an
Act to provide for the erection of a new State Penitentiary,
and to dispose of the present Maryland State Penitentiary ;

Said bill being upon a second reading ;

Mr. Lankford moved that the bill be referred to the Com-
mittee on Ways and Means ;
