THURSDAY, March 7th, 1867.

The House met and was opened with prayer by the Rev.
Mr. McNemar.

Present at the call of the roll the following members :
Messrs. Miller, Speaker, Morgan, Beck, Welch, Hall,
Williams, Clarke, Cameron, Hutchins, Ford, Shipley, Nico-
lai, Davis, of Charles, Thomas, Jump, Jones, Dennis, Par-
sons, Phelps, Kerr, Evans, Golibart, Whitaker, Lindsey,
Magruder, Calvert, Rouzer, Buhrman, Baker, Linthicum,
Gorsuch, Steiner, Bamford, Appleman, Hoffhine, Bighop,
Button, Burche, Turner, Coleman, Neilson, Smith, Flaherty,
Robson, Hooper, Israel, Knott, Lankford, Stevens, Kraft,
Boswell, Thomson, Davis, of Baltimore city, Waltemeyer,
Feig, Bixler, Aydelott, Gordy, Nelson, Whiteford, Wilson,
Spicer, McCulley, Bruce, McCulloh, Devecmon, Brydon,
Carmichael, Neale, Benton, Poole, Oriswell, Gore, Dawson,
Horsey, King Hammond—77.

Mr. McCulley presented the petition of the State Associa-
tion of Public School Commissioners, asking a subscription
by the State, to the "Maryland Educational Journal;"

Which was read and referred to Committee on Educa-
tion.

Mr. Linthicum presented the petition of Wm. Richardson
and other citizens of Frederick county, praying the passage
of an Act preventing the running of stock at large;

Which was read and referred to Committee on the Judi-
ciary.

Mr. Hall presented the petition of the Commissioners of
Anne Arundel county, praying the passage of a law to au-
thorize them to levy the county tax upon the valuation of re-
turns of the assessors in 1866, and to levy the State tax for
1867, upon the basis of the valuation and returns for 1852;

Which was read and referred to Committee on Ways and
Means.

On motion of Mr. Magruder,

Ordered, That the Cemptroller be requested to inform this
House whether the rents and profits arising from the State
Wharves belonging to the Tobacco Warehouses were up to the
date of his recent reply to an order of this House5 credited to
the Tobacco Fund;

On motion of Mr. Devecmon,

Ordered, That W. R. McCulley be granted leave of ab-
sence for a few days, to visit his family;

Mr. Davis, of Charles, offered the following:

Ordered, That the Committee on Claims, be and they are
