At the end of the 23d section insert the following :
Provided, however that the said agreement of union with
any other railroad company or companies incorporated by
the State of Pennsylvania or Ohio, providing for a merger of
the corporations hereby formed with companies incorporated
in said States of Ohio and Pennsylvania, shall not go into
effect or operation until the said agreement for union and
merger shall be ratified by the General Assembly of Mary-
land.

The Secretary of the Senate returned the bill entitled, au
Act to authorize the Commissioners of Carroll county, to ap-
point an additional Constable for District No, 2, in said
county;
Also, the bill entitled, an Act to incorporate Mont Moriah
Lodge No. 116, Ancient, Free and Accepted Masons;
Also, the bill entitled, an Act to authorize the Pennsylva-
nia Mutual Horse Thief Detecting and Insurance Company
