ton, Poole, Criswell, Gore, Daw'son, Horsey, King, Ham-
mond—71.

The Speaker laid before the House the following response
of John A. Thompson :

BALTIMORE, March 2, 1887.
To the Members

Of the House of Delegatts

Of the State of Mart/land:

Gentlemen:—The following order of your honorable body,
dated February 21st, was this day received :

Ordered, That John A. Thompson, former Register of
the city of Baltimore, report to this House without delay the
amount of money he received from the State of Maryland to
disburse to volunteers as bounty, the amount disbursed by
him and vouchers therefor; whether he paid the soldiers in
full, or charged a per centage, and why he has not settled
his account with the Comptroller.

Respectfully reply, That under and by authority of the
Governor he receivei eight hundred and thirty thousand two
hundred and fifty dollars ($830,250) for payment of three
thousand three hundred and twenty-one volunteers credited
as part of the quota of the State in the city of Baltimore.

And that he disbursed seven hundred and ninety-nine thou-
sand six hundred dollars ($799,600.)

That he paid the soldiers in full, that no per cent-
age, commission or fee was charged or received, but that he
is out of pocket about one thousand dollars by paying in
error soldiers not legally authorized to receive, and money ab-
stracted whilst paying.

My reason for not settling with the Comptroller, was the
opinion of the City Counsellor, That the 7th section of
chapter 15, laws of 1864, called the Bouaty laws, made the
Mayor and City Council of Baltimore responsible, vouchers
for payments made were deposited in the Registers vault,
and the balance of money, being thirty thousand six hundred
and fifty dollars, was in the Farmers' and Planters' Bank of
Baltimore, subject to the check of my successors in office.
