posal of that Executive, respectfully report:
That they have carefully examined the vouchers on.file in
the Executive Chamber, and are of opinion that the Fund
has been judiciously managed during the past year.
The increased demands upon it, chiefly growing. out of
the expenses attending the trial of the Commissioners of the
Board of Police of Baltimore, and the large increase ia the
number of requisitions upon the Governors of other States
for the rendition of fugitives from justice, have entirely ex-
hausted the appropriation for the year 1866, and absorbed
the major part of a small balance remaining unexpended from
preceding years.
In view of the increase of the number of requisitions'for
fugitives from justice, the expenses of whose rendition are to
be paid out of this Fund, and the fact that rewards to the
amount of $3,500 were offered for the apprehension of mur-
derers during the past year, and may become due at any
time by the apprehension and conviction of the culprit* in
accordance with the terms of the proclamations of the Gov-
ernor, the sum of $6,000 per year is deemed insufficient to
meet the probable demands upon the Fund during the next
two years.
Your Committee recommend, therefor, that the Fund be
increased from $6,000 to $7,500 per year for the years 1867
and 1868.
