2d. Resolved. That the Treasurer and Comptroller of the
Treasury be and they are hereby instructed to withhold from
payment all monies or interests heretofore appropriated to
said institution, in case of the occupancy of the professorship
or presidency of said college by any man who has been in
the confederate army;

Which was rejected.

The question then recurring upon the resolution,

On motion of Mr. Thomas,
It was referred to the Committee on Ways and Means.

The Secretary of the Senate returned the bill entitled, an
Act to enlarge and confirm the powers and authority of Saint
Mary's Industrial School for Boys, of the city of Baltimore,
incorporated under the general provisions of the 26th Article
of the Code.

Also, the bill entitled, an Act to alter and change the
name of George Ferdinand Taylor to that of George Wash-
ington Taylor.

Also, the bill entitled, an Act to incorporate the Baltimore
Wrought Iron Pipe and Tube Company.

Also, the bill entitled, an Act to prevent the selling or
peddling of carriages, hacks, wagons, &c., in Washington
county, without license.

Also, the bill entitled, an Act to incorporate the Towson-
town Savings Institution.

Also, the bill entitled, an Act appropriating a sum of
money to pay Daniel R. Magruder, Circuit Judge of theSec-
ond Judicial Circuit, for arrears of salary due him, and for
costs in the Circuit Court of Anne Arundel county, and in
the Court of Appeals.

Also, the bill entitled an Act to incorporate the Trustees
of the Baptist church at Jones' Mills, in Dorchester county.

Also, the bill entitled, an Act to incorporate the Avaloo
Nail and Iron Company;

Severally endorsed, "passed by yeas and nays."

Also, delivered the bill entitled, an Act to add additional
sections to Article 81 of Public General Laws, entitled, "tax
on commissions of Trustees and Receivers;"

Which was read a first time and referred to the Committee
the Judiciary.

Also, the bill entitled, an Act to appropriate a sum of
money, to pay R. A. Clarke and James H. Alory, tax collec-
tors of St, Mary's county, for over payments into the
Treasury;

Which was read the first time and referred to the Commit-
tee on Claims.
