other half to the Public School fund of the county, and be liable
to imprisonment in the county jail twenty days, or until such
fine and costs are paid."

The amendment was read and adopted,
The bill was then read the second time.
Mr. Waters moved a call of the Senate.

The Sergeant-at-Arms was sent to inform the absent Sena-
tors that their attendance was required in the Senate cham-
ber.

The Sergeant-at-Arms returned and stated that he had no-
tified the absent Senators.

On motion by Mr. Waters,
Further proceedings under the call were dispensed with.

Mr. Vickers, Chairman of the Committee on Judicial Pro-
ceedings, stated that he had been instructed by a majority of
the Committee to report unfavorably upon the bill entitled,
an Act to provide for taking the sense of the people of the
State, on a call of a Convention to frame a new Constitution
and Form of Government, and for assembling the members
thereof.

Mr. Vickers from the minority of the Committee, submitted
the following report:

REPORT:

To the Honorable

The Senate of Maryland:

The undersigned, a minority of the Committee on Judicial
Proceedings to which was referred the bill to provide for tak-
ing the sense of the people of this State on the call of a Con-
vention to frame a new Constitution and Form of Government
and for assembling the members thereof, beg leave to report
favorably upon the said bill, and to recommend its passage
by the Senate, as a measure demanded by public sentiment
and the exigencies of the State.

Minority of the Committee.

On motion by Mr. Vickers,

The reports of the majority and minority of the Committee,
were made the special order of the day for Thursday the 28 inst.

Mr. Maddox, from the Select Committee, reported a bill
entitled, an Act to repeal the 1st section of an Act to provide
