Which was adopted.

Mr. Carmichael proposed the following amendment.

Amend by inserting after the word "persons," in the 15th
line of section 2, "in the several counties of Allegany,
Washington, Frederick, Carroll and Baltimore; of two hun-
dred persons, in the several counties of Montgomery, Anne
Arundel, Prince George's, Harford, Cecil, Dorchester, Wor-
cester and Somerset; and of one hundred and fifty persons
in the several, counties of Howard, Charles, Calvert, St.
Mary's, Kent, Queen Anne's, Caroline and Talbot;

Mr. Gorsuch proposed the following amendment as a
substitute for the amendment proposed by Mr. Carmichael:

Strike out in line 14 the words "three hundred persons"
and insert "a number equal to one-tenth of the voting popu-
lation, in the several counties ;"

Which was rejected.

The amendment proposed by Mr. Carmichael was then
adopted.

Mr. Ev.ans proposed the following amendment:

In second section, third line, strike out the word "twenty"
and insert "ten;"

Which was adopted.

The bill, as amended, was then read a second time and
ordered to be engrossed for a third reading.

On motion of Mr. Turner,
The rules being suspended,

Ordered, That the Reading Clerk of this House be directed .
to have two gas burners at the Clerk's desk as soon as pos-
sible.

On motion of .Mr. Carmichael,
The rules being considered as further suspended,
Ordered, That the Speaker of this House be requested .to
communicate, in reply to the communication of Admiral
Porter, the leave granted, in this House, for a bill to autho-
rize the condemnation of land and other property for the use
of the Naval Academy.

On motion of Mr. Ford,

The House adjourned until to-morrow morning at twelve
o'clock.
