To the Honorable,

The General Assembly of Maryland:

The undersigned, speaking for ourselves and an over-
whelming majority of the people of Baltimore, respectfully
urge the necessity of your immediate action in the passage of
the bills known as the "Convention Bill" and the "Muni-
cipal Bill." We regard these measures as vital to the well
being of the people of the State, and essential to be enacted
at ones;

Which was read, and

On motion of Mr. Thomas,
Was transmitted to the Senate.

The hour having arrived for taking up the Order of the
Day;

Being the bill entitled, an Act to repeal sections 5, 6, 7, 8,
9, 10, 11, and 12, of chapter 37 of the Acts of Assembly of
January session, 1866, entitled, an Act to encourage and fa-
cilitate Immigration to the State of Maryland and enact other
sections in the place of the sections so repealed.

On motion of Mr. Knott,

The said bill was postponed and made the Order of the
Day for to-morrow, (Wednesday) at one o'clock.

The bill entitled, an Act to incorporate the Worcester and
Somerset Railroad Company.

Also, the bill entitled, an Act to repeal section 43 of the
Public General Laws, entitled, "Mechanics Lien," and to
re-enact the same with amendments. Were severally read a second time and ordered to be en-
grossed for a third reading.

The bill entitled, an Act to provide for the restoration of
the Records, Indexes, Dockets and Papers, destroyed or in-
jured by fire in the office of the clerk of the Circuit Court for
Baltimore county;

Being upon its second reading;

Was ordered to be printed and made the Order of the Day
for Monday, 4th of March.

The bill entitled, an Act to repeal sections 398, 399, 400,
401, 402, 403, 404, 405, 406, 407, 408, and 409, of the Code
of Public Local Laws, entitled, "Guano;"

Being upon its second reading;

Was made the Order of the Day for to-morrow Wednes-
day,) February 27th;
