NEGATIVE—None.

Said bill was then sent to the House of Delegates.

A communication was received from His Excellency Gover-
nor Swann, by the hands of Peter Leary, Jr., Esq., Private
Secretary, endorsed on "Executive Business."

On motion by Mr. Waters,

The Senate proceeded to the consideration o! Executive
Business.

After a time the Senate resumed the consideration of Legis-
lative Business.

The Senate adjourned until 8 o'clock, P. M.

FRIDAY, February 15, 8 o'clock, P. M.

The President announced the order of the day, being the
report of the Committee on Rules ;

The first rule was then read and adopted.
The second rule was then read and adopted.

Mr. Vickers moved a reconsideration of the vote on the
adoption of the first rule ;

Determined in the affirmative.

Mr. Vickers submitted the following amendment to the
first rule, (to come in after the word "meeting," in first line:)

"When every Senator shall take his seat and remain un-
covered until the Senate rises. The President;"

Which was adopted.

The first rule as amended was then read and adopted.

The third rule was then read and adopted.

The fourth rule was then read and adopted.

Mr. Bowie submitted the following as a substitute for rule
fifth:
