432 JOURNAL OF PROCEEDINGS [Feb. 18,

Resolved, That the history of Maryland shows that her
people have known no North, no South, no East, no West,
and are not willing to know any but the whole Union under
the Constitution as interpreted by the Supreme Court;

Resolved, That the people of the old Commonwealth of
Maryland will give their last dollar and last man for the
maintenance of the Union under the Constitution in all its
integrity ;

Which was read a first time and referred to the Committee
on Federal Relations.

Mr. Smith submitted the following

JOINT RESOLUTION:

Resolved by the General Assembly of Maryland, That the
Comptroller of the State be and he is hereby authorized and
required, immediately after the adjournment of the present
session of the Legislature, to cause suits to be instituted
against such banks as have failed and refused to pay the
" Free School Tax" of twenty cents on every hundred dol-
lars of their capital stock—all railroad companies and other
corporations, all tax collectors, registers of wills, notaries,
auctioneers, foreign insurance agents, attornies, clerks of
courts, sheriffs, and all other persons who may be indebted to
the State for any sum or sums which are now due and remain
unpaid—also all penalties incurred for any violation of the
Revenue laws of the State—and upon all bonds entered into
with the State and forfeited by the parties for whom said
bonds were given—and against all inspectors and other offi-
cers of the State who have failed to make returns to the said
Comptroller up to the 30th September, 1866; and to report
to the next regular or called session of the General Assembly
the result and condition of said suits, against whom instituted,
and the amounts involved in each ;

Which was read a first time and referred to the Committee
on Ways and Means.

Mr. Nicolai, Chairman of Committee on Corporations, reported
favorably a bill entitled, an Act to incorporate the Baltimore
Warehouse Company.

Mr. Boswell, from same Committee, reported favorably a
bill entitled, an Act to incorporate the Congregation of the
Mission of St. Vincent de Paul, of the city of Baltimore ;

Which were severally read a first time.

Mr. Neilson, from Select Committee on the Penitentiary,
made the following Report.
