So the substitute was rejected,
The question then recuring upon the resolutions submitted
by the majority report;
On motion of Mr. Buhrman,
The first resolution was divided and the vote taken upon
the question:
"Resolved, That Charles Gilpin is not duly elected as a
delegate from Allegany county to this House, and is there-
fore not entitled to a seat in this House;"
