Leave was granted the Committee on Ways and Means to
introduce a bill to exempt churches, church property, par-
sonages, cemeteries, and school houses from taxation in Kent
county.
Mr. Smith submitted the following
RESOLUTION:
WHEREAS, It appears, from the Report of the Comptroller
of the State for the fiscal year ending September 30, 1866,
that there are now outstanding sterling bonds of the State to
the amount of $802,000, issued under the Act of 1838, chap-
ter 416, which, by the provisions of said Act,, were redeem-
able at the pleasure of the State after the first of January,
1865 ;
AND WHEREAS, These bonds being made payable in the
city of London, and caanot be redeemed at this time without
serious loss to the State, owing to the excessive rate of
exchange now demanded between the United States and Lon-
don, and the coupons attached to these bonds being exhausted,
rendering the collection of the interest very inconvenient to
the holders of the same, therefore be it
Resolved by the General Assembly of Maryland, That the
Treasurer of the State be and he is hereby authorized and
empowered, on presentation to him and cancellation thereof,
to issue new bonds to the holders of those now outstanding,
under the provisions of the said Act of 1838, chapter 416.
Which was read a first time and referred to the Committee
on Ways and Means.
Mr. Clarke, Chairman of the Committee on Claims, re-
ported favorably a bill entitled, an Act to appropriate a sum
of money for the purpose of paying the claim of Thomas E.
Dill;
Also, a bill entitled, an Act to compensate Col. E. M.
Mobley for the loss of a horse in the service of the Military
Agency ;
Which were severally read a first time.
Mr. Thomas, Chairman Committee on Ways and Means,
reported favorably, with amendment, the bill entitled, an
Act for the benefit of the Library Company of the Baltimore
Bar;
Also, reported favorably the bill entitled, an Act to add
certain sections to the Code of Public Looal Laws, Article
four, relating to the weighing of live stock by the Inspector
of Hay and Straw, at the Eastern Hay Scales of the city of
Baltimore;
Said bill being upon its second reading,
