Mr. Gorsuch from Select Committee, reported favorably a
bill entitled, an Act to declare the sanction of the General
Assembly of Maryland, to the bequest of Rhoda Henry, de-
ceased, to the trustees of the Methodist Episcopal Church, in
the Village of Jefferson, in the county of Frederick;
Mr. Lindsey from Select Committee, reported favorably a
bill entitled, an Act to amend the first section of the Act pass-
ed at January session 1860, chapter 303, entitled, an Act to
carry into effect the eight section of the Act entitled, an Act
for the promotion of internal improvements, passed at De-
cember session, eighteen hundred and thirty-five, chapter
395;
Mr. Wampler from Select Committee, reported favorably a
bill entitled, an Act to empower the County Commissioners
of Carroll county, to subscribe on behalf of the said county,
to the capital stock of the Western Maryland Railroad Com-
pany, or to endorse its second mortgage bonds to an amount
not exceeding one hundred thousand dollars;
Which were severally read a first time.
Mr. Hammond from Select Committee, reported favorably
(without amendments) the Senate bill entitled, an Act to in-
corporate the town of Ellicotts city;
Which was read a second time.
The time having arrived to which the Order of the Day
was postponed,
The House resumed the consideration of the Majority and
Minority Reports of the Committeeo n Elections, to the right
of the Sitting Members from Allegany, to a seat on this floor;
The questjon being upon the substitute proposed by Mr.
Evans, to the report of the Majority of the Committee ;
