210 JOURNAL OF PROCEEDINGS [Feb. 13,

Mr. Waters submitted the following order :
Ordered, That for the purpose of facilitating business and
relieving the Secretary's table of the many bills of a local
character, which have accumulated there, evening sessions of
the Senate be held on and after this date, commencing at 8
o'clock, P. M. .

The question upon the adoption of the order, was
Determined in the affirmative.

The President laid before the Senate the following'communi-
cation:

ANNAPOLIS, February 13, 1867.
To the Hon. C. C. Cox,

President of the Senate:

SIR, I was appointed by you chairman of the Committee on
Judicial Proceedings, and a member of the committees on
Federal Relations, Finance and Corporations. Down to this
period, I have endeavored to discharge my duty on each, have
not been absent from the Senate Chamber during the sessions
of the body, nor from any meeting of the committees; but the
business has increased to such an extent, that I find it will be
impracticable to attend to the duties of these several commit-
tees and to my general duties of Senator with proper diligence
and efficiency; 1 am compelled therefore to ask to be excused
from serving on the Committe on Corporations.

With much respect,

GEORGE VICKERS.

Mr. Vickers was accordingly excused.

The President appointed Mr. Stephenson to fill the vacancy
occasioned by the resignation of Mr. Vickers.

On motion by Mr. Holton,

The Senate took up for consideration the bill entitled, an
Act to incorporate the town of Ellicott's Mills, by the name
of Ellicott's city;

Mr. Holton submitted the following amendments :
After the word "free hloder," in the 25th line of section 3,
insert the words "or lease holder."

After the word "therefor," in the 6th line of section 14,
add "which said damages in all cases when property is con-
demned for city purposes, shall be determined by a jury of
twelve disinterested male citizens of the said city; whom for
that purpose the mayor shall cause to have summoned and
sworn, and the said jury so summoned and sworn, shall re-
turn under their seals to the mayor of said city, the result of
