Mr. Nicolai, from Committee on Corporations, reported
favorably on Senate hill entitled, an Act to incorporate Blen-
heim Lodge No. 102 of the Independent Order of Odd fel-
lowship in Harford county ;
Which was read a second time.
The Hour having arrived for taking up the Order of the
Day, being the bill entitled, an Act to frame a new constitu-
tution and form of Government for the State of Maryland,
the question being upon the amendment of Mr. Linthicum
to the amendment proposed by Mr. Knott, viz: "That each
county in the State, and the city of Baltimore, shall be enti-
tled to the same number of delegates in said Convention as
they now have in the Senate and House of Delegates;"
