Mr. Tobey, from Select Committee, reported favorably on
a bill entitled, an Act to exempt the German Baptists of
Washington County from serving on juries;
Which was read a first time.
Mr. Appleman, from Select Committee, reported favorably
a bill entitled, an Act to incorporate the Farmers' and Me-
chanics' Mutual Insurance Company of Washington County;
Which was recommitted on yesterday.
The said bill was read the second time and ordered to be
engrossed for a third reading.
Also, a bill entitled, an Act to revive and continue in force
the Act of 1854, chapter 60, entitled, an Act to incorporate
a Society in Washin'gton County, to be styled the "Agricul-
tural and Mechanical Association of Washington County;"
Which was read a first time.
On motion of Mr. Clarke,
The bill entitled, an Act to add additional sections to Arti-
cle 3d of the Public Local Laws entitled, " Baltimore
county," relating to roads and bridges ;
Was recommitted to the Baltimore County delegation.
The Speaker laid before the House the following report of
R. Mickle, President of the Baltimore and Fredericktown
Turnpike Road Company:
To the Honorable
The House of Delegates of Maryland:
The President, Managers and Company of the Baltimore
and Fredericktown Turnpike Road Company respectfully
submit the following report, in compliance with the order
passed by your Honorable Body on January 12th, 1867, in
the following words :
" Ordered, That the President and Managers of the Bal-
timore and Fredericktown Turnpike Road Company report to
this House, on or before the 21st January, 1867, by what
authority they are charging the present and excessive rate of
toll, and also by what authority of law they are now erecting
toll gates as close together as they now have them erected
and used; and also, if the said Companies, or each of them,
have demanded or collected tolls from persons using the road
who reside between the gates on either of said roads."
This Company did increase its rate of tolls, on or about
the firs'; day of November, 1864, and its authority for so
doing is to be found in its charter, passed in 1804, chapter 51.
By the 24th section of the charter it was expressly provid-
ed "That the stockholders of the present Companies shall
be entitled to receive ten per centum per annum, and no more,
over and above all charges and deductions whatever; "and
