2d. That the power of the Legislature, at any. time, to
refer to the people questions concerning the organic law, can-
not be constitutionally limited, inasmuch as any limitation
would deprive them of the power enunciated in the second
Article of the Bill of Rights as inalienable; and inasmuch
as the Constitution might defer amendments to remote future
time, or might render them impossible; and that one gener-
ation cannot in this manner bind future generations.

3d. That subject to the limitation of the first resolution,
the people can at any time change or alter the organic con-
stitutional law; but that any attempt to do so by irregular
unauthorized action by a portion of the people, would be of
dangerous tendency and consequences.

Which were read the first time.

Mr. Clarke, from Committee on Claims, reported unfavor-
bly upon the petition of George L. Leonard for State bounty.

On motion of Mr. Clarke,

The petition of James W. O'Hara was referred to Com-
mittee on Judiciary.

Mr. Clarke, from Committee on Claims, reported favorably
the bill entitled, an Act to appropriate a sum of money upon
the claim of Wheelwright, Mudge & Co.;

Which was read a first time.

Mr. Williams, from Committee on Judiciary, reported fa-
vorably a bill entitled, an Act to add a new section to Art.
33 of the Code of Public General Laws, and to repeal certain
sections of the Code of Public Local Laws;

Which was read the first time.

Mr. Magruder, from Committee on Expiring Laws, re-
ported favorably upon a bill entitled, an Act to continue in
force an Act entitled an Act to regulate and make uniform the
fees of Constables, passed January session, 1866, chapter 67;

Which was read a first time.

Also, a bill entitled, an Act to continue in force an Act en-
titled, an Act to regulate and make uniform the fees of Jus-
tices of the Peace, passed January session, 1865, chapter 79;

Which was read a first time.

Mr. Stevens, (the rules being suspended,) presented the
petition of D. K. Montgomery Johns, to have certain taxes
refunded ;

Which was read and referred to Committee on Claims.

Mr. Aydelott, from Select Committee, reported favorably
a bill entitled, an Act to incorporate and protect the Poco-
moke Marine Railway Company;

Which was read a first time.
