On motion of Mr. Clarke,

Leave was granted the Committee on Claims, to intro-
duce a bill to extend the provisions of the Act of January
Session, 1865, chapter 126, for the relief of certain parties
indebted to the State, by extending the time for payment
therein mentioned.

On motion of Mr. Hammond,

Leave was granted the Howard and Baltimore county Dele-
gations, to introduce a bill to incorporate the Town of Elli-
cot's Mills, by the name of Ellicot city.

On motion of Mr. Boswell,

Leave was granted the Committee on Ways and Means to
introduce a bill, requiring agencies of foreign Insurance
companies in the State, to pay a specific tax, in addition to
the State license, to the Municipal Corporation or county, in
which they are located.

On motions of Mr. Parsons,

Leave was granted the Somerset County delegation intro-
duce a bill entitled, an Act to incorporate Wicomico Lodge
No. 91, of Ancient Free and Accepted Masons.
On motion of Mr. Smith,

Leave was granted the Committee on the Judiciary to in-
troduce an Act, to change the name of Fanny Hyde Beach,
to that of Fanny Tabb Brewer.

The Secretary of the Senate delivered the following mes-
sage:

BY THE SENATE,

January 22nd, 1867.
Gentlemen of the House of Delegates:

We respectfully request your Honorable Body to return to
the Senate, the bill entitled, an Act to repeal fourth, seventh,
fifteenth, sixteenth and twentieth sections of the fourth article
of the Public Local Laws, of the city of Baltimore, relating
to the qualification of electors in said city, and regulating the
time for holding elections for Mayor and Members of the
City Council, and the terms of, and the times for entering
upon the duties of Laid office, and to re-enact the. same with
amendments.

The vote by which the bill entitled, an Act to repeal the
