On motion of Mr. Carmichael,

Leave was granted the Committee on the Judiciary to re-
port a bill for the benefit of the Library Company of the Bal-
timore Bar.

Also, a bill to be entitled, an Act to declare the sanction
of the General Assembly to a certain bequest, by Margaret J.
Newman, in favor of Trustees of the Methodist Episcopal
Church, in Centreville, Queen Ann's county, Maryland.
Also to declare said sanction to a bequest of said Margaret J.
Newman to the Stewards of said church.

On motion of Mr. Stevens,

Leave was granted the Committee on the Judiciary to re-
port a bill entitled, an Act to add a new section to Article 28
of the Code of Public General Laws, relating to costs, to
come in after stction 9 of said article.

Mr. Dawson, from a Select Committee, made a favorable
report on the bill entitled, an Act to incorporte Temple Lodge
No. 128, Ancient, Free and Accepted Masons ;

Which was read the first time.

Mr. Phelps, from a Select Committee, reported favorably
upon the bill entitled, an Act to secure the completion of the
Dorchester and Deleware Railroad ;

Which was read a first time.

Mr. Aydelott, from a Select Committee, reported favor-
ably upon the bill entitled, an Act to authorize the trustees of
the New Town Academy, in Worcester county, to sell their
buildings and grounds, and to invest the proceeds of such
sale in a building and ground for a High School in the town
of New Town ;

Which was read a first time.

The bill entitled, an Act to form a new Constitution and
form of government for the State of Maryland was taken up
for consideration, and

On motion of Mr. Jones,
Was postponed until one o'clock to-day.

The bill entitled, an Act to repeal sections eight, twelve,
thirteen, fourteen, fifteen, sixteen, seventeen, eighteen and
nineteen of an Act to Incorporate the Maryland Life Insur-
ance Company of Baltimore, and to re-enact in lieu thereof
sections eight, twelve, thirteen, fourteen, fifteen, sixteen,
seventeen and eighteen, as within recorded ;

Being upon its second reading,

Mr. Nicolai offered the following amendment: Add to
section 17, "That in the event of there being no children, she
