The Journal of yesterday was read and approved.

The Secretary of the Senate delivered the following mes-
sage :

BY THE SENATE,

January 19th, 1867.
Gentlemen of the House of Delegates:

We respectfully propose with your concurrence the appoint-
ment of a Joint Select Committee to consist of three mem-
bers of the Senate and four members of the House of Dele-
gates, to ascertain what legislation is necessary to keep the
harbor of Baltimore free from obstruction by ice.

We have named upon the part of the Senate, Messrs.
Mules, Kimmel, and Frazier.

Which was read.
Mr. Knott submitted the following message :

BY THE HOUSE OF DELEGATES,

January 19, 1867.
Gentlemen of the Senate:

We have received your message proposing our concurrence
in the appointment of a Joint Select Committee to consist of
three members of the Senate and four members of the House
of Delegates, to ascertain what legislation is necessary to keep
the harbor of Baltimore free from obstruction by ice.

We concur in the message, and have named on the part of
the House, Messrs. Knott, Smith, Thomas and Wampler.

Which was read, assented to, and sent to the Senate.

Mr. Poole, presented a petition from Joshua Surtzer and
others, for an additional constable for Union.

Which was read and referred to the Carroll county delega-
tion.

Mr. Hammond presented a petition for seventy citizens of
the State, interested in the production ______ and in buying
and selling the same, asking that the General Assembly shall
