tion to frame a new Constitution and form of Government for
the State of Maryland,

Was taken up for consideration on its second reading.
The question being on the adoption of the amendment submit-
ted by Mr. Gorsuch, to strike out in the first section the words
"on the second Wednesday of April next," and insert "at
the next election for the members of the General Assembly ;

Mr. Appleman demanded the yeas and nays.

The demand being sustained, the yeas and nays were called

After the word " Government,' ' in the 7th line of the 1st
section, insert: " with a clause therein prohibiting the Leg-
islature from making any law providing for payment by this
State for persons heretofore held as slaves;"
