Mr. Vickers moved that the Senate proceed to the consid-
eration of the bill entitled, an Act to provide for the selection,
drawing and summoning of Jurors in Washington, Freder-
ick and Carroll counties, and prescribing their qualifications ;

Mr. Trail objected.

The Chair, (Mr. Earle) stated that the bill could be con-
sidered only by a suspension of the rules or unanimous consent.

Mr. Vickers then moved to postpone the ordinary business
to take up said bill;
