An Act entitled, an Act to authorise the city of Cumber-
land to bridge the Potomac;

Which were read the first time.

Mr. Carmichael, from the Committee on Judiciary, report-
ed favorably Senate bill entitled, an Act for the relief of John
Welch a surety on the bond of John Barnard, a former Sheriff
of Allegany county;

Which was read the second time.

Mr. Carmichael, from a Select Committee, reported favor-
ably a bill entitled, an Act to provide for calling a Con-
vention to frame a new Constitution and form of Government
for the State of Maryland ;

Which was read the first time.

Mr. Welch, from a Select Committee, reported favorably a
bill entitled, an Act to incorporate the Chester Fruit Pack-
ing Company ;

Which was read the first time.

Mr. Carmichael, from the Committee on Judiciary, reported
favorbly a bill entitled, an Act to repeal the Act of 1862, chap-
bly 106, relating to the sentence of negroes ;

Which was read the first time.

The hour having arrived for the taking up of the order of
the day, the bill entitled, an Act to restore to full citizenship
and the right to vote and hold office, all persons who may be
deprived thereof by the provisions contained in the 4th sec-
tion of the 1st Article of the Constitution of this State,

Was taken up for consideration on its second reading.

Mr. Gorsuch moved to refer said bill to Committee on the
Judiciary.

Mr. Appleman demanded the yeas and nays,
