On motion of Mr. Aydelott,

Leave was granted the Somerset and Worcester county
delegations to report a bill entitled, an Act to repeal sec-
tions 96, 97, 98, 99, 100 and 101, of Article 22 of Code of
Public Local Laws for Worcester county, entitled "Roads,"
and to enact other sections in lieu thereof.

On motion of Mr. Knott,

Leave was granted the Committee on Corporations, to re-
port a bill to incorporate "The Harford Fire Insurance Com-
pany of Baltimore city."

On motion of Mr. Appleman,

Leave was granted the Washington county delegation to
report a bill to remove certain restrictions on the sale of spir-
ituous liquors in the neighborhood of Washington County
Railroad.

On motion of Mr. Welch,

Leave was granted the Kent and Queen Anne's county
delegations to report a bill entitled, an Act to incorporate
the Chester Fruit Packing Company.

On motion of Mr. Appleman,

Leave was granted the Washington county delegation to
report a bill to add an additional election district in Wash-
ington county, by a division of the Hagerstown district.

On motion of Mr. Bishop,

Leave was granted the Washington county delegation to re-
port a bill restricting the sale of liquors to minors in Wash-
ington county.

Mr. Appleman submitted the following resolution :
JOINT RESOLUTION,

Ratifying an amendment to the Constitution of the United
States, proposed by Congress to the Legislatures of the sev-
eral States:

WHEREAS, It is provided by the fifth Article of the Consti-
tution of the United States, that Congress, whenever two-
thirds of both Houses shall deem it necessary, shall propose
amendments to the said Constitution, said amendments shall
be valid to all intents and purposes as part of said Constitu-
tion, when ratified by the Legislatures of three-fourths of the
several States ;

AND WHEREAS, By the Thirty-Ninth Congress of the United
