of Allegany county to levy for the Clerk of the Circuit Court
of Allegany county a certain sum of money ;
Which was read the first time.

Mr. Frazier, from the Select Committee, reported without
amendment the bill entitled, an Act to authorize the County
Commissioners of Dorchester county to aid in the completion
of the Dorchester and Delaware Rail Road ;

Which was read a third time and passed by yeas and nays
as follow:

Said bill wag then returned to the House of Delegates.

Mr. Philpot, from the Select Committee, reported a bill en-
titled, an Act to incorporate the town of Ellicotts' Mills, by
the name of Ellicott city;

Which was read the first time, and referred to the Commit-
tee on Corporations.

Mr. Stephenson, from the Committee on Rules, submitted
the following

REPORT:

The committee appointed to prepare and report rules for
the government of the Senate, report that they have had the
subject under consideration, and have prepared the following
rules, and submit them to the consideration of the Senate, and
recommend their adoption:

DUTIES OF THE PRESIDENT.

I.

The President shall take the Chair at the hour of meeting;
shall immediately call the Senate to order, and after divine
service, shall cause the names of the Senators to be called in
alphabetical order, and the Journal of the preceding day to be
read and corrected, if any errors exist.

II.

He shall preserve order and decorum, may speak to points
of order in preference to Senators; shall decide questions ot
order, subject to an appeal to the Senate by any member, and
