State in the case of the Mayor, &c., of Baltimore, and Police
Commissioners as before referred to, (in 15 Md. Rep.)

The committee do not understand that any funds have been
drawn from the Treasury to liquidate the costs or expenses in
the ease of the recent removal of the police commissioners;
but if the Executive of the State, in the lawful exercise of a
specific power imparted to him by law, and for a faithful dis-
charge of his duty, to promote the fairness and freedom of
election, necessarialy incurred expenses, it would seem to
present a strong claim to the conscience and justice of the
Legislature for payment, indeed the grant of power in the
police law to the Governor, to remove the commissioners, im-
plies that an investigation should be had by him, which ne-
cessarily would involve the expenditure of money, and may
in that view be considered as a pledge in advance, to pay the
costs thus incurred.

The Committee on Federal Relations, to whom was referred
the resolutions offered by the Senator from Queen Anne's,
beg leave to report the same with the recommendation, that as
they purport to be "Joint Resolutions of the General Assem-
bly of Maryland," they be referred to the Committees on
Federal Relations of the two Houses.

Which was read and adopted.

Mr. Henkle, from the Committee on Internal Improve-
ments, reported back to the Senate, the bill entitled, an Act
to repeal so much of section one of the Act of 1860, chapter
303, entitled an Act to carry into effect the 8th section of the
Act entitled, an Act for the promotion of internal improve-
ments, passed at December Session, 1835, chapter 395, as ap-
propriates ($13,000,) thirteen thousand dollars, to the Chop-
tank and Mispillion Rail Road Company, and to appropriate the
$1,3000 to the Dorchester and Delaware Rail Road Company,
incorporated at the extra session of the General Assembly of
Maryland, passed, February 6th, 1866, chapter 52, with the
following amendments;
