"EXHIBIT No. 11."

We, the undersigned duly appointed in due form of law
Judges of the Election in District No. 5, of Allegany county,
Maryland, do hereby certify and return that we did attend
on the first Tuesday in November, in the year of our Lord
one thousand eight hundred and sixty-six, at the place by
law appointed for holding the election within said district,
and did then and there appoint R. W. Mason and John C.
Weis, Clerks of the Election, who severally qualified as di-
rected by law. We further certify that we did then and
there qualify as Judges .of the Election as by law directed,
and did then and there, at the hour of nine o'clock in the
morning, open the polls for an election for a Comptroller,
for one Representative in Congress, for one State Senator, for
five delegates for House of Delegates, and for, and against the
Amendment to the Constitution; that we continued the polls
open until six o'clock in the evening of the said day, when
they were closed, the ballot box opened and the ballots publicly
counted, when it appeared that Col. Robert Bruce had four
hundred and four votes, and Colonel William J. Leonard two
hundred and ninety-five votes for Comptroller, and Francis
Thomas had four hundred and one votes and Col. William P.
Maulsby two hundred and ninety-five votes for Congress, and
Col. Charles Gilpin had four hundred and two votes, Wm.
R. McCulley four hundred and four votes, Samuel M. Haller
had three hundred and ninety-two votes, Daniel 0. Bruce
had four hundred and fourteen votes, and Captain Wm. A.
Falkenstein had three hundred and seventy-five votes; Pat-
rick Hamill had two hundred and ninety-three votes, G. W.
McCulloh had three hundred and thirty-six votes, and Wm.
Devecmon had two hundred and ninety-seven votes, William
A. Bryden had two hundred and ninety-three votes, and
John McElfish had two hundred and eighty-nine votes for
the House of Delegates, and for the Amendment three hun-
dred and two votes, and against the Amendment ninety-
seven votes.

Given under our hands at the place of said election this
sixth day of November, in the year of our Lord one thousand
eight hundred and sixty-six.
