House of Delegates for the purpose of convening in joint as-
sembly with that Body, for the election of United States
Senator.

The Senators at 1 o'clock, P. M., returned, and resumed
the ordinary business of the session.
Mr. Earle, submitted the following message:

BY THE SENATE,

January 25, 1867.
Gentlemen of the House of Delegates:

His Excellency, Thomas Swann, having been duly elected
a Senator of the United States, for six years from the 4th of
March 1867, when the term of the Hon. J. A. J. Creawell,
will expire, we propose with the concurrence of your Honor-
able Body, that the President of the Senate and the Speaker
of the House of Delegates be requested to address him a joint
letter, informing him of his election as aforesaid.

By order,

A. GASSAWAY,
Secretary.

Which was read, assented to and sent to the House of Dele-
gates.

Mr. Stirling submitted the following order :

Ordered, That the Attorney General be required to fur-
nish his opinion in writing on or before Tuesday, January
29th, in regard to the right of the present City Council of
Baltimore, to appropriate money for the purpose of contesting
or resisting the laws of the State of Maryland, as is evidenced
by their recent appropriation of $20,000 for said purpose, and
what steps are necessary 1o prevent the payment of said ap-
propriation.

Mr. Trail submitted the following amendment:
Add, "And also, whether the Governor was authorized to
employ counsel at the expense of the State in the recent pro-
ceeding resulting in the removal of the Police Commissioners of
Baltimore city."

Mr. Trail withdrew the amendment.
Mr. Tome, submitted the following amendment:
"And also, whether the State of Maryland is legally liable
for any expenses incurred in the recent removal of the Police
Commissioners of Baltimore city."

Mr. Earle moved to refer the whole subject to the Commit-
tee on Judicial Proceedings;

Determined in the affirmative.

The Joint Resolutions directing the Comptroller to adjust
and settle the claims of Maryland soldiers,
