Federal Relations—Messrs. Bowie, Vickers, Waters, Tome,
Ohr.

Chesapeake and its Tributaries—Messrs, Brodwater, Wat-
ers, Earle, Tome, Davis, (of Caroline.)

The President laid before the Senate, the memorial of Al-
ired Spates, contesting the seat of C. H. Ohr, Senator for Al-
legany county;

Which was read, and

On motion of Mr. Earle,
Referred to the Committee on Elections.

Mr. Earle presented the petition of Albert T. Emory, and
a memorial of citizens of Queen Anne's county, asking his en-
franchisement and restoration to full rights of citizenship;

Which was read and referred to the Committee on Elec-
tions.

The Clerk of the House of Delegates delivered the follow-
ing message:

BY THE HOUSE OF DELEGATES,

January 3rd, 1867-
Gentlemen of the Senate:

We have received your message informing us of the organi-
zation of your Honorable Body. The House of Delegates
have organized by the election of Hon. Oliver Miller, as
Speaker, and the appointment of William R Cole, Esq., as
Chief Clerk. We are now ready to proceed with the busi-
ness of the session, and concui with your Honorable Body in
the appointment of a Joint Committee to wait upon his Ex-
cellency, the Governor, and inform him that the General As-
sembly is prepared to receive any communication he may be
pleased to make. We have appointed on the part of this
House Messrs. Knott, Ford and Burhman.

Chief Clerk.

Which was read.

On motion of Mr. Waters,

Leave of absence was granted to the Messenger of the Sen-
ate.

On motion of Mr. Earle,

Leave was granted to Messrs. Earle, Mackall and Tome,
to report a bill to enfranchise and restore Albert T. Emory
and J. West Thompson, Jr., citizens of Queen Anne's coun-
ty, to full rights of citizenship.
