The Commission was appointed by Governor Albert C. Ritchie on
April 24, 1920, by authorization of Chapter 92, Acts of 1920, to com-
plete the work begun by the Maryland Council of Defense in the col-
lection and compilation of a permanent record of all sons of Mary-
land in the service of the United States in the World War, in the
Military, Naval aid Marine forces, or who otherwise rendered con-
spicuous public service during the period of the recent war.
For the purpose of perpetuating the memory of the part
played by the State of Maryland in the World War, the
Maryland Legislature of 1920 created a War Records Com-
mission, to carry on the work already so successfully begun
by the Historical Division of the Maryland Council of De-
fense of "collecting and compiling the records of Maryland-
ers who aided in the prosecution of the war."
According to the Act creating the Commission:
"The members of the War Becords Commission shall
serve without compensation, but the Commission is hereby
authorized, with the approval of the Governor, to incur such
expenses as may be necessary to carry out the purposes of
this Act within the limits of the amount appropriated there-
for in the Budget Bill."
The amount appropriated for this purpose was $15,000 a
year for two years. The Maryland Council of Defense paid
over to the Commission $14,164.68. The Council's total con-
tribution to the work of collecting funds was $35,000.
The Act of the Legislature provided for the appointment
of five members of the Commission "to hold office during the
pleasure of the Governor. One of the members of the Com-
