40 MARYLAND MANUAL.

This Commission was appointed at the request of the Executive Com-
mittee of the American Flying Club of Baltimore. The Commission is
requested to study modern aviation conditions and recommend legis-
lation to safeguard and promote aviation in Maryland.

STATE OFFICE BUILDING COMMISSION.

This Commission was appointed under the provisions of Chapter 149
of the Acts of the General Assembly of 1920, The Commission is
authorized to make a thorough investigation as to the feasibility of leas-
ing or erecting in the City of Baltimore a building to be known as the
"State Office Building," which will provide adequate office room for
the various departments of the State Government whose duties require
the maintenance of their respective offices in the City of Baltimore.
The Commission is required to report the result of its investigation to
the 1922 Session of the General Assembly.

The Governor, with the consent of the Senate, appoints three mem-
bers, one for two years, one for three years, and one for four years,
and as these terms expire a successor is appointed for a full term. of
six years. The Governor designates a Chairman of the Board.

The Board was created for the purpose of executing the affairs of
the penal institutions of the State and the Act creating it abolishes
the Boards of. Managers of the Maryland Penitentiary and the Mary-
land House of Correction. (Ch. 556, 1916.)
