Seward, to maintain our for- eign relations with firmness and judgment, and without com- promise of the national honor, and that the General Assem- bly awaits the developments of the future in the firm per- suasion that sooner or later no foreign potentate or power, in the interest of monarchial governments, will be permitted to retain a permanent footing on this continent. -Resolved, That a joint committee of the two. branches of tills General Assembly bo appointed to present a copy of these resolutions to His Excellency, Andrew Johnson, Presi- dent of the United States, and, the Hon. Wm. H. Seward, Secretary of State. Mr. Cronise called the previous question; The question being "'shall the main question be now put?" It was decided in the affirmative. The question being on the adoption of the amendment submitted by Mr. Frazier; Mr. Frazier demanded the yeas and nays, The demand being sustained, The yeas and nays were called and appeared as follow:
