400 JOURNAL OF PROCEEDINGS [Tel). 7, Mr. McCauley, from the committee on the Judiciary, re- ported favorably House hill entitled, an Act to; i! amend the thirtieth article of the Code of Public General Law:s. by- repealing all the sections of said article from section fifty- six to sixty-six inclusive, relating to gambling, and to sub- stitute the within sections ; Reported said bill with amendment. The amendment was concurred in, and the bill, as amend- ed, read the second time and ordered to be engrossed for a third reading. The Speaker (Mr. Markey in the Chair,) moved to take up the joint resolution submitted by him. endorsing the recon- struction policy of President Johnson ; The said resolutions being on their third reading, Mr. Frazier submitted the following amendment : Amend by striking out the fourth resolution. Mr. Pilkington submitted the following amendment: Resolved by the Senate and House of Delegates of the State of Maryland, That tin's General Assembly cordialy endorses the administration of President Johnson and pledges the co-operation of the General Assembly in all proper measures looking to the reconstruction and restoration of the revolted States; and that the General Assembly has entire confidence in the firmness, patriotism and honesty of Andrew Johnson and his determination to administer the Government entrust- ed to his charge upon principles of sound wisdom, enlight- ened statesmanship, and unswerving loyalty. Resolved, That the control of the elective franchise is a function residing in the States, and may be restricted or enlarged as said States may deem most advantageous for the public welfare; that any attempt by Congress or other co- ordinate branch of this Government to force universal suf- frage without the consent and sanction of the States, would be a palpable, open and unauthorized interference with the principles upon which this Government was formed. Resolved, That the administration of the State department during the four years of the rebellion, in carrying out the policy of the Government, meets the unqualified endorse- ment of this body; that in embracing this occasion to ex- press the deep sympathy of the General Assembly with the Secretary of State, in the late brutal attempt upon his life, the General Assembly hails his restoration to health and the active duties of his station as a source of congratulation to |
