So the motion was rejected. Mr. Soper, from the Committee on Ways and Means, to which was recommitted the bill entitled, "An Act supple-. mentary to the Act making appropriations for the support of the Government for the year ending on the first day of Jan- uary, 1867;" Reported said bill with amendments; The amendments were concurred in, and the bill read the second time and ordered to be engrossed for a third reading. The hour having arrived, the House took up for consider- ation the Order of the Day, the bill entitled, "An Act to restore to the right of franchise Win. Thompson, of R., and others;" The bill was then read the third time and passed by yeas and nays as follow:
