The Secretary of the Senate delivered the following mes-
sage:
BY THE SENATE,
February 5, 1866.
Gentlemen of the House of Delegates:
We have received your message proposing a joint Session
of the two Houses, at 2 o'clock P. M., to-day, and concur
therein.
By Order,
C. HARWOOD,
Secretary.
Which was read.
The second order of the day being the bill entitled, an Act
to provide for the general valuation and assessment of prop-
erty of this State;
Was then taken up.
Mr. Rider submitted the following amendment:
Amend by striking out, "by the Governor," and insert
"by the delegations of each county and the city of Balti-
more."
Mr. Smith, of Allegany county, called the previous ques-
tion.
The question being, "Shall the main question be now
put?"
It was decided in the affirmative.
The question recurring upon the adoption of the amend-
ment;
Mr. Malone demanded the yeas and nay a.
The demand being sustained;
The yeas and nays were called and appeared as follow:
