The proper point of consideration for the Legislature, is the elevation of the schools of the counties to the high standard attained by those of the city. The committee recommend that the school system of Balti- more, shall remain as it is, and. that the Mayor and City Council be allowed full power in their management, and the power to confer the usual scholastic degrees upon the Grad- uates of the High Schools.
