Mr. Buhrman submitted the following amendment:
Section 18, And be it enacted, That the sum of $100, 000
is hereby appropriated out of any money in the Treasurer of
this State, not otherwise appropriated, for the purpose of
carrying this act into execution; and the Treasury of this
State is hereby directed upon the warrant, of the Comptroller,
to pay said amount in such sums as hereinbefore provided;
Which was adopted.
Mr. Rinehart submitted the following amendment:
Section 19, And be it enacted, That no attorney or claim
agent shall receive or attain more than ten per cent. for col-
lection on the whole amount of any claim provided for in this
Act, and any person on conviction of a violation of the pro-
visions of this section in any of the courts of this State having
jurisdiction thereof, shall be subject to a penalty of not less
than five hundred nor more than one thousand dollars, to be
collected as other fines are now collected, one half to be paid
to the informer and the other half to the State;
Which was adopted.
Mr. Pilkington submitted the following amendment:
And be it enacted, That ten per cent of the amount of sales
on all vessels taken and sold under the provisions of this
Act shall, when such vessels have been sold be equally di-
vided amongst the officers and crew of the revenue cutter, in
proportion to the salaries of such officers and men;
Which was adopted.
The bill was then read the second time and ordered to be
engrossed for a third reading.
Mr. Slothower submitted the following order:
Ordered, That the committee appointed to wait on Con-
gress in regard to the Railroad bill and the Harbor of Haiti-
more, be and they are hereby directed to continue their
labors on those subjects with Congress till completed, and the
Comptroller be and he is hereby directed to draw his warrant
on the Treasurer for the necessary expenses, certified by the
chairman of said committee;
Which was rejected.
Mr. Markey, from the Joint Select committee appointed to
wait upon Admiral Porter and invite him to visit the General
Assembly, reported the following programme:
On to-morrow at twelve o'clock, the committee will con-
duct Admiral Porter and staff to the Executive Chamber
