246 JOURNAL OF PROCEEDINGS [Jan. 30,- Mr. Smith, of Allegany, from a Select committee, report ed favorably Senate bill entitled, an Act to provide for the better collection and disbursement of taxes in Allegany county; Which was read the second time. Mr, Wardwell, from a minority of the same committee, submitted a report on the same bill; Which was read. The joint resolutions to amend the fourth article of the Constitution, in relation to the salaries of the Justices of the Court of Appeals; Were taken .up for consideration on their second reading. Mr. Smith, of Allegany, submitted the following amend- ment: Strike out "$6, 000," and insert "$4, 000." Mr. Buhrman submitted the following amendment: Amendment to the amendment, strike out "$4, 000," and insert "$2, 500." Mr. Rinehart moved to lay the resolution on the table. Mr. Frazier, (Mr. Markey in the chair,) demanded the yeas and nays, The demand being sustained; The yeas and nays were called and appeared as fol- low:
