the Legislature having for its object the restoration of the
elective franchise to the citizens of the State, who may now
be deprived thereof by the provisions of the constitution and
the existing Registry Law.

Mr. Rinehart moved to amend by striking out "two
o'clock" and inserting "three o'clock;"
Decided in the negative.
The question recurring upon the adoption of the message;
It was assented to and sent to the Senate.
Mr. Willis submitted the following order;
Ordered, That 2, 000 additional copies of the State Super-
intendent's Report be printed for general distribution.
On. motion of Mr. Poteet,
Leave was granted the committee on Claims to report a bill
to compensate Win. Price and Win. Schley for legal services
rendered -the State.
Mr. Poteet, from the committee on Claims, reported favora-
bly an Act appropriating a sum of money to pay J. H.
Emmerson, R. K. Wimbough, R. P. Bayly, J. T. Hand, and
Haverstick and Longneckers, for publishing the laws of ses-
sion 1865;
Which was read the first time.
Mr. Soper, from the committee on Ways and Means, reported
favorably an Act to require agencies of Foreign Insurance
companies in the State to pay a specific tax in addition to the
State License to the municipal corporation or county in which
they are located;
Which read the first time.
Also, favorably an Act for the relief of the sureties of Moses
Pawling for the year 1846, upon his sheriff's bond;
Which was read the first time.
Mr. Jones, from the committee on Corporations, reported
favorably, an Act to authorize the several Coal and Iron
companies of Allegany county to furnish aid to the Western
Maryland Railroad company for the construction of its road
between Hagerstown and Cumberland;
Which was read the first time.
Also favorably, an Act to amend an Act incorporating the
Western Maryland Railroad;
Which was read the first time.
