156 JOURNAL OF PROCEEDINGS [Jan. 24, And whereas, by reason of the fact that said District was - originally a portion of the soil of Maryland—its contiguity, the identity of interests which exists between us and the peo- ple of said District, we cannot view with unconcern the effort now being made to force this grievous wrong upon an un- willing people; and further, having equal interest in the National domain, is an additional reason for a decided ex- pression of opinion in relation to this vexed question; and further, because the granting of suffrage to the negro will seriously interfere with labor in our own State; Resolved by the General Assembly of Maryland, That suf- frage should not be granted to negroes in the District of Columbia, and we express the hope that Congress and the President of the United States recognizing the principle that the people are the source of all power, will yield to the de- cided expression of the people of said District, and refrain from enacting so odious a law. Resolved, that the Speaker of the House of Delegates send copies of these resolutions to our Senators in Congress; Which were read the first time. Mr. Rinehart moved that the resolutions be laid upon the table; Which was decided in the affirmative. On motion of Mr, Silver, The vote by which the resolutions were laid upon the table was reconsidered. Mr. Rinehart moved that the resolutions be laid upon the table. Upon which Mr. Miller, of Anne Arundel, demanded the yeas and nays, The demand being sustained; The yeas and nays were called and appeared, as follow:
