WHEREAS, Charles Quinland, of the Eleventh Elec-
tion District of Baltimore county, did on the first
day of December, eighteen hundred and sixty-
four, voluntarily furnish an acceptable substi-
tute to the United States Army for three years
under the call of the United States for troops,
dated nineteenth December, eighteen hundred
and sixty-four. And whereas, the Provost Mar-
shal, Robert Catheart, did certify to the afore-
going facts, and further, it appears that through
some neglect of the Clerks in said Provost Mar-
shal's Office, the substitute furnished by the
said Charles Quinland was not credited to the
quota under the aforesaid call, by reason of
which neglect the said Charles Quinland has
been deprived of the benefits of the bounty
given by the State to such an furnished substi-
tutes, and whereas, the County Commissioners
of Baltimore County did pay the County bounty
to said Quinland upon the certificate of the said
Catheart Provost Marshal, and it is in evidence
that Alexander Murdock, State Bounty Com-
missioner for Baltimore County, could not pay
to said Quinland the amount of bounty allowed
by the State because the name of said Quin-
land was not returned to him by neglect in the
Office of said Provost Marshal; therefore,
Be it resolved by the General Assembly of Mary-
land, That the Comptroller be, and is hereby
directed to draw his warrant upon the Treasurer
in favor of Charles Quinland of Baltimore county
for the sum of three, hundred dollars, that being
the amount of bounty allowed by the state at the
time the said Quinland furnished the substitute, |
