all tobacco in the warehouse to which he may have
been appointed, to be inspected as speedily as
practicable in regular order as numbered without
favor, affection or partiality to any one; and each
violation of the provisions of this section, shall
subject the offender to a penalty of one hundred
dollars, to be recovered in the Criminal Court of
Baltimore city. |

Sec. 12. It shall be the duty of each inspector
to cause all tobacco under his charge to be uncased
and broken, and himself, or some competent per-
son appointed and sworn as aforesaid by him to
draw samples thereof and cause the same to be
tied, fastened, labeled and marked as hereinafter
provided. |

Sec. 17. Each hogshead of tobacco which may
have been raised in any other State than Mary-
land or Ohio, shall be broken in three different
places, and four bundles shall be taken from each
break of the average quality thereof, and the
twelve bundles so taken shall be so drawn as to
constitute a fair and just sample of the quality and
condition of the tobacco in such hogshead. |

Sec. 18. One of the clerks of said inspector shall
then tie together said four or twelve bundles, as
the case may be, by passing a strong tape through
the head of each bundle, and confining thereon a
strip of pasteboard, on which shall be written the
warehouse, number of the hogshead represented
by said sample, the number of the warehouse in
which the same was inspected, the date of inspec-
tion, the name of owner of said tobacco, if known
to him, or if said name be not known to him, the
initials or other marks on said hogshead. |

Sec. 22. If the owner or his agent shall return
the samples and certificates herein before provided
for, and desire to have new ones, the inspector
shall untie said original samples, detatch there-
from and cancel the label affixed thereto and draw
new samples in the same way in which he is here-
inbefore required to draw original ones, shall make
record of such fact, and shall cause said new
samples to be tied and marked, and shall also
cause the word "redrawn" to be written on the
label affixed thereto; or if any person who had |
