1866.] OF THE SENATE. 209 AND WHEREAS, We are firmly convinced of the wisdom of Congress adopting such a policy as will not only protect, but foster and develope, this great source of National wealth, now comparatively dormant, adding thereby to the income of the General Government and the prosperity of our peo- ple at large; Therefore, Be it resolved by the General Assembly of Maryland, That they hereby earnestly urge upon the Congress of the United States to reject the recommendation of the Revenue Commissioner to reduce the duty on foreign Coals, and that there be imposed the following import duty on Coal from the British Provinces: an import duty of one dollar and fifty cents ($1 50) per ton. Upon Coals from Great Britain, an import duty of two dollars per ton. Thereby enabling the people of the State to enter more largely upon the development of these vast resources, now almost dormant, and needing the fostering care of Congress here asked for. Which were read the first time and by special order the second time and ordered to be engrossed for a third reading; Bead the third time by special order, three-fourths concur- ing, and passed by yeas and nays as follow:
