The bill amending the charter of the Firemen's Insurance
company of Baltimore city;
Was read the third time and passed by yeas and nays as
follow:

AFFIRMATIVE.

Said bill was then returned to the House of Delegates.
Mr. Ohr, submitted the following resolutions:
WHEREAS, The Revenue Commissioners have reported to
the "Committee of Ways and Means," the following recom-
mendation:
"A repeal of the Excise Tax of six cents per ton levied
upon mineral coals," and, "for similar reasons to the above
and in view of the termination of the Reciprocity treaty,
that the duty now imposed upon Bituminous coals of foreign
production imported into the United States be reduced from
$1 1/4 to fifty cents per ton."
AND WHEREAS, The adoption by Congress of this recom-
mendation to impose a duty of only fifty cents a ton "upon
Bituminous coals of foreign production," will strike a fatal
blow at the most important branch of the home industry of
our State, namely: its Bituminous coal interests; virtually
destroying the most important portion of its trade by exclud-
ing almost entirely from our largest markets on the seaboard,
the Bituminous coals of the State of Maryland and West
Virginia, by admitting at this very small duty the Bitumi-
nous coals of the British Provinces, produced under the
cheap labor system of Great Britain and her dependencies.
AND WHEREAS, We recognize the importance to the Gen-
eral Government of the large revenue derived by it from this
branch of our domestic industry, through direct excise duty,
and also from the universal system of labor, employed by it
in production and transportation, etc.
