1866.] OF THE SENATE. 189 Which was read the first time, and by special order the second time, and ordered to be engrossed for a third reading; Read the third time by special order, three-fourths concur- ring, and passed by yeas and nays, as follow:
Said bill was then sent to the House of Delegates. Mr. Ohr submitted the following order: Ordered, That no Senator be allowed to speak more than once nor more than five minutes on any subject during this sitting of the Senate. Mr. McMaster raised the following point of order: That the order conflicts with rules 7 and 19 of the Senate. The Chair deciding that the order conflicts with the 7th. rule, so far as it restricts the Senators to one speech each; Mr. Ohr took the following appeal: On the order limiting debate to one speech, and that of not more than five minutes in length, the Chair decided that the order, so far as it restricts to one speech, was in conflict with the 7th rule. From this decision the Senator from Allegany takes an appeal. On the question being taken, "Shall the decision of the Chair stand as the judgment of the Senate," Mr. Ohr withdrew his appeal. Mr. Earle moved at 10 o'clock that the Senate adjourn. Determined in the negative by yeas and nays, as follow:
