1866.] OF THE SENATE. 167 are now listening to me—who are accustomed daily to listen to more eloquent orations. we have come to live amongst you, and I trust that our associations will be of the most agreeable character. If it is decided to locate the Naval Academy permanently at this place, I am sure, from all that I have seen and heard since I have been here, and since the Legislature has been in session, that you will do all in your power to afford us the advantages we so much require to make this institution what it should. be—an honor to the country. I hope that you will pass laws to protect the young mid- shipmen fro; ii fie temptations that beset them on every side. Their future success in life may depend in a great measure on the action of this legislature, and the laws they may en- act for their benefit". The discipline of the Naval Academy will provide for their welfare insids of the walls, hut there are certain allurements on the outside over which we have no control, winch are beneficial neither to manhood or youth, and these c; in only ho controlled by the Legislature. 1 can only Pay in conclusion, for myself and in behalf of nil the officers of the Academy, that. we shall take great pleasure in receiving the members of the Legislature and the officers attached thereto, at our houses, where the latch string will always lie found hanging on the outside, where one and ;; 11 will receive that hearty welcome due to the representa- tives of this time-honored State, a State which has; shown such a noble example during this rebellion, and now shines forth as the brightest star of the Union. The Chair called the Senate to order; and, On motion of Mr. Ohr, The Senate took a recess. FRIDAY, February 2, 7 1/2 P. M. The Senate resumed the consideration of' the Order of the Day, being the hill incorporating the Boom Company. The question was on the following amendment; submitted by Mr. Eaton: Section 5, line 7: Strike out all after the word "river," to the word "and," in line 11; Which was read and rejected. |
