Met pursuant to notice, January 18th, 1865. at Rehoboth.
Jolin W. Handy, a witness produced on behalf of claim-
ant, being duly sworn, answers and says :
To the first interrogatory:
A. Fifty-four years; been a voter thirty-three years; re-
sided in 1865 in district No. 14.
'M.
A. I went before the registers; was sworn; answerer all
the questions they proposed to me; they notified me of no
charge, and I supposed, until I saw the list of published
voters, that I was registered as a qualified voter; I appeared
on the second day of review before them again, and said I
had come before them to know why I was not registered ;
they asked me where my witnesses were , I replied I didn't
know that I required any, and asked if there was any charge
against them; they said there was no complaint lodged; I
then said if there was any charge I would like to have wit-
nesses to rebut; they didn't bring any, and I told them I
thought I ought to he registered; alter a few minutes, I said
then I think I have discharged my duty whether you have
or not;' "well, sir," said the registers, "we have come to the
conclusion that any man who voted for Mr. Waters, with a
secesh flag flying before his office, is disloyal;" but they did
not ask me whether I had voted for Mr. Waters or not.

A. Did not vote; the first time I ever was refused; I
offered: would have voted for Mr. Franklin; I thought
Spence had been in office long enough.
4th. Waived.

A. I did not rejoice over the downfail of anything.
