'24th. If a man declined to answer your questions how did
you enter him?
A. If they were appropriate questions we entered him dis-
qualified, because lie had sworn to answer all questions
touching his right of registration.
25th. If a man disapproved of war and desired peace even
if it cost the recognition of the Southern Confederacy, did you
or not enter him disqualified?
A. If he had expressed those sentiments and acted accord-
ingly, we did.
26th. If he expressed such an opinion to the Register, was
not that deemed sufficient?
A. It was.
27th. What did you mean by "acted accordingly?"
A. If a man say he will kill a man, and does it, I say
that he acts accordingly to his speech.
28th. Do you mean that you required him to have done
some act of participation with the South ?
A. I mean for him to have done some act forbidden by the
Constitution.
29th. Did you or not consider the entertaining of such
opinions as forbidden by the Constitution?
A No; and the mere entertainment of them if they were not
expressed, no one here knew any of them.
30th. Did you require of applicants proof by two registered
persons of their loyalty?
A. We gave them the privilege of having two to testify to
their loyally.
31st. If they failed to produce such witnesses to vouch for
their loyalty, did you not enter them as disloyal ?
A. We did not if that was all the charge.
32d. Did you require proof that man had openly express-
ed his opinions in favor of the Southi, for their cause before
his application to you to be registered, or did you exclude
him from registraition as a qualified voter upon declarations
to you as registers that his sympathies were with the South?
A. Explain yourself.
33d. I mean did you or not exclude applicants for registra-
tion and enter as disloyal for admission before you those of
helving sympathy with the South ?
A. I don't know that.we did.
34th. Was not opposition to the war upoy the South, and
a desire of the applicant for it to cease, even if we had to
let them go in peace considered disloyal by your board?
